This is Judge Fear (Copyright 2000AD comics), one of the Dark Judges, who serves under Judge Death.   I put him here because I think he reminds me and looks a whole LOT like our Destron friend, Hellbat :P  Also I think that *if* Hellbat does have a soul/were to have a soul at all .... then this is about what it would look like on the Asteral plance :P  Note the bat like wings on his helmet, the claws, cape and rabbit trap type shoulder guards ...The evil grin is not in fact actually there at all - but we all see it as we look at him.  It is only the shape of his helmet's face guard, but it says so much.
